This synthesis report brings together insights from the Transformation Initiative (TI) processes implemented within the Inclusive Green Economy (IGE) program during 2024–2025 in Ethiopia, Kenya, Rwanda, Tanzania, and Uganda.
The IGE program focuses on strengthening the capacities of senior civil servants and policymakers to effectively design and use economic policy instruments in support of an inclusive green economy. At the heart of this effort is the TI model—developed by the IGE team as a practical and collaborative approach that connects government officials, researchers, and key stakeholders. Through applied research, structured dialogue, and innovative policy thinking, the TI process supports ministries/agencies in the program countries in translating the principles of Inclusive Green Economy into concrete policy action.
The thematic focus of this report is Sustainable Energy Transition, with particular attention to the dual challenge of improving energy efficiency while reducing emissions. Across all participating countries, TI teams - composed of researchers and civil servants - worked jointly to address this challenge in sectors with high transformation potential—namely transport, domestic appliances, and commercial foods. Together, their experiences and lessons offer valuable insights for policymakers, practitioners, and partners working towards a more sustainable and inclusive energy use in Eastern Africa.
