John Kedi Mduma – moves further into policy circles in Tanzania

Dr. JK. Mduma, one of the EfD (Tanzania) fellows, joined the Ministry of Water in June 2011 to provide expertise in monitoring and evaluation of the Water Sector Development Program (WSDP). Before that, Dr. Mduma was a technical adviser to the Ministry of Finance and Economic Affairs- Government of Tanzania in the preparation of the second phase of the National Strategy for Growth and Reduction of Poverty (MKUKUTA II), which was launched in October 2010. The WSDP is among the largest programs in Tanzania which implement the MKUKUTA II.

Since joining the Ministry of Water, Dr. Mduma has been involved in, among other things, preparing an Integrated Monitoring and Evaluation Framework of the water sector, which is aligned to the national poverty monitoring framework. He has also participated in analyses of water sector performance. Some of the outputs have been integrated in the Water Sectors Status Report, which was discussed in the Joint Water Sector Annual Review of October 2011 and the General Budget Support (GBS) Annual Review in November 2011. Dr. Mduma also attended these sectoral and national events, which set policy direction of the sector for short to medium terms.

In this attachment, Dr. Mduma does not deal directly with environmental issues, unless when they feature in the monitoring and evaluation in general. However, environmental issues in the WSDP are addressed under Component I of the program named – Water Resource Development and Management. Within the Ministry of Water, the Environmental and Social Safeguard section is cross-cutting unit mandated to provide oversight on environmental and social impacts of projected implemented under the WSDP
