Bridging Research and Regulation: Environmental Information Disclosure in China

Abstract:

China is increasingly leveraging information disclosure as a critical tool to enhance the effectiveness of environmental governance. Mandatory information disclosure, combined with active citizen oversight and new media engagement, forms a powerful mechanism that closes the “implementation gap” between regulation and enforcement. China’s experience provides a compelling model of how transparency and participatory governance can jointly enhance environmental performance and regulatory effectiveness. We will comprehensively review the development of China's environmental information disclosure policy, analyzing the focus of the policy at different stages. We will also summarize the academic research on the design, implementation, and effectiveness evaluation of environmental information disclosure during this process, and how this research has been applied to or influenced the formulation of environmental information disclosure policies.

Bio:

Zhang Bing is a professor at Nanjing University of Finance and Economics and Nanjing University. His research focuses on environmental management and policy analysis, as well as environmental economics. His papers have been published in journals such as QJE, AER, PNAS, Nature Sustainability, AJPS, JPubE, JDE, JEEM, and JPAM. He has participated in the development of environmental policies in China regarding pollutant emission permits, emission trading, and environmental information disclosure, et al.
