African Climate Policy Center (ACPC)

The African Climate Policy Centre (ACPC) was established in 2010 to serve as the knowledge-management and policy-facilitation arm of the Climate for Development (ClimDev) Africa Programme .

Goal

Objectives

The specific objectives of ACPC are to assist in:

  • Strengthening the capacity of African countries to participate more effectively in international climate negotiations, particularly the development of a comprehensive and equitable post-2012 climate agreement, and to benefit from the emerging carbon trading system and adaptation/mitigation financing;
  • Enhancing the capacity of African countries to develop coherent policy frameworks for coordinating adaptation and mitigation investment and climate information and knowledge generated at all levels;
  • Improving the capacity of member States and Regional Economic Communities for mainstreaming climate related concerns in their development policies, frameworks and plans;
  • Ensuring a solid foundation of applied climate science and assessments of climate vulnerability, risks and impacts; and
  • Identifying sectoral priorities and responses for managing climate risks, and guide the related investment process over the next several decades.

Keys Areas of Work

The three key areas of ACPC work are: - (i) Knowledge Generation, Sharing and Networking; (ii) Advocacy and Consensus Building; and (iii) Advisory Services and Technical Cooperation.

(i) Knowledge Generation, Sharing and Networking

Knowledge generation, sharing and networking activities of ACPC are expected to support and inform critical concerns of African countries in their endeavor to mainstream climate change in their development plans, and in ongoing climate negotiations within the UNFCCC processes. (ii) Advocacy and Consensus Building

The ACPC’s advocacy and consensus building activities will be informed by all the analytical work and background material prepared under C.2, in order to support the African negotiators’ position on long term finance, fast start climate finance, REDD+, institutional aspect of adaptation and technology transfer. (iii) Advisory Services and Technical Cooperation

ACPC’s advisory and Technical Cooperation Services are aimed at garnering support to the African Union Commission, re-assessing hydrological and meteorological information needs and systems; strengthening national Measurement, Reporting, and Verification (MRV) systems and at a fellowship programme to support its work programme in the area of climate adaptation and risk management, climate and development nexus, and a low carbon future for Africa.
