Rebecca E. Osakwe is a Junior Researcher at the Environment for Development Center for Central America. At GSEBSA she works with Allen Blackman on a variety of research projects, including a study on the potential distributional effects of a fuel tax in Cost Rica. She has a bachelor’s degree in Economics from Stanford University and is currently coursing an MSc in Environmental Socioeconomics at the Center for Tropical Agricultural Research and Education (CATIE), in Costa Rica. She also holds a professional Master’s in Environmental Legislation from the University for International Cooperation (UCI), in Costa Rica. For purposes of her master’s thesis at CATIE, her primary research during 2009 is related to the study of reforming the transportation price and tax policies in San José.
